Annual General Meeting of the Council - Wednesday 11 June 2014

Just to explain

Scrutiny Chairs: In the interest of check and balance, scrutiny committees should not be chaired by the administration.  The purpose of scrutiny is to hold the administration in check.

Mayoralty: We have a gentleman's convention that the previous deputy mayor should be the next mayor, irrespective of the administration.  For one year, the mayor is non-partisan, and will only use the casting vote in the case of a tie.

Its a matter of grown up politics to ensure the civic office is non-partisan.

The facts
Just like the central government, Thurrock is now 'no overall control' as no party has 50% of the council seats.

So just like in central government, things cannot just go on as 'normal'.

The majority party should rightly form the administration, however the fact that they lost overall control of the Council should be reflected in the administration.

I'll update this after the Council meeting.

Cllr Diane Hale - In Memory

I worked with Diane on a few committees, the most recent being Thurrock Business Awards where we worked together on the Young Apprentist Award.

Ever the educationist, Diane was so dedicated and hardworking, she was even encouraging some of the contestants we met to further their education.

Although we sat on different sides of the Council, I got on well with her and will miss her.  My heart goes out to her family at this time.

Council Launch Tell Us Once Birth and Bereavement Service

Thurrock Council is launching the Tell Us Once Birth and Bereavement Service on 12 October 2011.
This is a national cross-government initiative which enables customers to inform "government" about a birth or death just once at an appointment with the Registration Service.

With the customer’s consent, services within local and national government are then electronically notified automatically about the birth or death enabling prompt action and resulting in time saved by the customer and a more efficient service provision.

The service has been designed around customers, and pilots of the service have proved that it makes it easier, quicker and cheaper for both the customer and government to register a change of circumstance.
In Thurrock, the service will be offered when a resident calls to make an appointment to register a birth or a death. If the birth or death took place in Thurrock, then a Tell Us Once appointment will be offered. At the appointment with the Registrar, the birth or death will be registered as usual. For deaths, the Registrar will ask some additional questions about services the deceased was receiving, in order for notifications to be received (via a secure IT system) by these services.

Council services that will be receiving death notifications are:
Adult Services, Children’s Services, Blue Badge, Electoral Services, Library Services, Council Housing, Housing Benefit, Council Tax Benefit and Sundry Debtors

And for births:

Local authority for Housing Benefit, Council Tax Benefit, Library Services, Family Information Service

Elsewhere in government, DWP and HMRC can be notified of a birth or death. The Identity and Passport Service and DVLA can also receive notification of a death.

When registering a birth, taking up the Tell Us Once service enables new parents to submit their Child Benefit claim without the need to send off a copy of the birth certificate, and other benefit claims can be fast-tracked.

Three members of staff in each of the service areas listed above have received training and are registered to use the secure Tell Us Once IT system (called CRS – Change Reporting System). The staff will log on to the system and pick up the birth or death notifications relevant to their service – they won’t be able to amend or change the notifications, and will only receive notifications for their service, not a list of all the births and deaths. Services will then act on the notifications as they usually would – by updating systems and databases and taking the necessary action.

Many births and deaths of Thurrock residents take place elsewhere in Essex (in particular Basildon and Southend). These areas will also be offering the Tell Us Once service – Southend from 4 October 2011, and Essex (including Basildon) from 16 November. This means, for example, that if a death of a Thurrock resident is registered in Basildon, from 16 November, they will be offered the Tell Us Once service and Thurrock Council will receive the relevant notifications about the death.

If you have any questions, please contact Lorraine Surrey, Project Manager, on lsurrey@thurrock.gov.uk.

Annual Council Meeting

The annual Council meeting took place last wednesday, 25 May 2011.

The Council elected:

Charlie Curtis as Mayor
Yash Gupta as Deputy Mayor

John Kent - Leader of Council
Val Morris-Cook - Deputy Leader

With the close numbers almost every post was contested, but Labour - who asked that the Mayor's office should be above local politics - used the Mayor's casting vote to secure every position.

They won the contest for Mayor because the election between me and Charlie Curtis ended in a tie (24 votes each).

Ex-Mayor Anne Cheale then used her casting vote to support Charlie. She couldn't bring herself to support a Conservative administration (notwithstanding the fact that she was elected as conservative councillor in Corringham).

I enjoyed my role as deputy-mayor, representing the Council at numerous events in and around Thurrock.  It was a previledge to serve and I am pleased for the opportunity.

Over the next year, I will serve on scrutiny, license committee and shadow the Housing cabinet member.  More importantly, I will continue to work hard for residents in Chafford.

The main issues include,  the Library,  the Sixth form in Campus, increase in primary school provision to accommodate Chafford children; the proposed GP surgery at the site behind Bannatynes, the new Youth facility, anti social behaviour in Gabriel Close, etc.

I will continue to keep you posted.

Thank you for your support.

Full council Decisions

Wednesday (30 March) evening's full council agreed several major policies for the council.

The Community Strategy was adopted and members agreed it should be used as a draft for further consultations with partner organisations and the Corporate Plan and Medium Term Financial Strategy 2011-15 was also agreed, aligning the council's priorities and spending plans as well as creating a stable financial base.

The Single Equality Scheme was approved and members also supported 99 per cent of the proposed changes to the Constitution - the single exception relating to planning meetings where further discussions are to be held.

The meeting also considered and agreed four motions unanimously - asking the government to extend the publication of £500-plus invoices to all "public bodies and their major contract holders"; requesting the council's cabinet to consider looking at utilising the buildings it, and its partners, own in South Ockendon to create a one-stop-shop; creating a Thurrock Services Veterans Charter; and investigating whether the waste and recycling team can improve its efficiency.

A fifth motion requested the Chief Executive to write to the government in support of students at colleges like the Performers' College in Thurrock seeking to maintain the Dance and Drama Awards scheme.

Thurrock's Budget - Let's Talk

Why do we need to talk about budgets?

Thurrock Council has less money to spend on its services than it has in the past. We want to talk to you about how we can save money and still deliver services to the borough. We need to save a lot of money - about £15 million between 2011 and 2012 alone.

We want to talk to you about how we can save money and become more efficient across all of our services.

You can view and vote on ideas that have already been put forward by the council and other people, to show whether you agree or disagree. If you have a saving suggestion of your own that is not on in the list you can add your idea.

New Leadership Model - My Response

Residents

The first stage of the consultation closed Friday 9 July 2010. I submitted my opinion, featured left, but you may also want to note that the Local Government Minister spoke on this issue this week and said:

"We also intend to remove the necessity to elect a leader for four years. We intend to provide for these commitments in our Localism Bill to be introduced later in this Parliamentary session"

All I can say is: 'watch this space'

Chafford Resident benefit fraud trickster punished

A Chafford Hundred man was sentenced to four months in prison for benefit fraud by Magistrates in Grays on Thursday, (1 October).

Mr X of San Marcos Drive, had previously admitted six charges of fraud in relation to claims for Housing Benefit and Council Tax Benefit which had netted him over £6,000 in a 13-month period when he appeared before Basildon Magistrate Court.

He had changed his name a few times by deed poll and claimed to be his fictitious landlord on a property that he owned and produced fraudulent claim forms and tenancy agreements.

He had also twice submitted false tenancy forms indicating that his rental liability had increased in an attempt to obtain additional benefit.

Faith Groups

This note is to all Faith Groups based in Thurrock (and I am aware that there are quite a few in Chafford.)

Thurrock Council has commissioned consultants to investigate the premises needs of faith groups in Thurrock, as part of work on the Local Development Framework and the Single Equalities Scheme. The study will assess the current and future needs of the borough's faith groups and identify ways of meeting these needs.

An initial survey was carried out in July 2009 with questionnaires sent out to faith group.

The next stage is a workshop which will be held on Wednesday 2nd September 2009 from 10.30am to 1pm at The Beehive Resource Centre, West Street, Grays.

The meeting will be in a workshop format, allowing everyone to take part and contribute to the discussion. The meeting will:
  • Review the list of faith groups and their premises identified in the Borough
  • Discuss faith groups' premises needs
  • Discuss how needs are likely to change in the future
  • Explore how future premises needs could be met (funding, partnerships, temporary use of space, shared facilities etc.)
  • What support faith groups may need to achieve their aspirations?
