Mayflower Road Consultation

1. Notice is hereby given that Thurrock Borough Council, in exercise of the powers conferred by sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 ("the 1984 Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the 1984 Act, intends to make the above named Order ("the Proposed Order").
2. The general effect of the Order would be to introduce a new waiting restriction "No Waiting Mon-Fri 1pm-2pm" at the location specified below: - a) Mayflower Road, north side, from its junction with Galleon Road in an easterly direction to a point 4 metres east of the eastern building line of No. 19 Mayflower Road.
3. To introduce new waiting restrictions "No Waiting At Any Time" at the locations specified below: - a) Mayflower Road, north side, from a point 1 metre east of the boundary of Nos. 47/49 Mayflower Road to a point 10 metres west of the north-western building line of No. 55 Mayflower Road.
   b) Mayflower Road, south side, from a point 9 metres west of the north-western building line of No. 55 Mayflower Road in a westerly direction for a distance of 27 metres.
   c) Mayflower Road, south side, from a point 5 metres west of the western building line of No. 43 Mayflower Road in an easterly direction for a distance of 101 metres.
4. To revoke in part the waiting restriction "No Waiting Mon-Fri 8am-9am and 3pm-4pm" at the locations specified below: - a) Mayflower Road, north side, from its junction with Galleon Road in an easterly direction to a point 4 metres east of the eastern building line of No.19 Mayflower Road.
   b) Mayflower Road, north side, from a point 1 metre east of the boundary of Nos. 47/49 Mayflower Road to a point 10 metres west of the north-western building line of No. 55 Mayflower Road.
   c) Mayflower Road, south side, from a point 9 metres west of the north-western building line of No. 55 Mayflower Road in a westerly direction for a distance of 27 metres.
   d) Mayflower Road, south side, from a point 5 metres west of the western building line of No. 43 Mayflower Road in an easterly direction for a distance of 101 metres.
5. A copy of the Proposed Order together with the plans will be available for inspection for a period of 21 days at the Civic Offices, New Road, Grays, Thurrock, Essex, RM17 6SL, during normal office hours.
6. Any objection to the proposed Order must be made in writing, giving the grounds on which it is made, and sent to the address in paragraph (5) to arrive on or before the 23rd March 2012. Any objection may be communicated to other persons who may be affected.

Mayflower/Norfolk Place Yellow lines

Dear Residents

To protect residents and road users in the area, we have introduced new restrictions as follows:

Mayflower Road, east side, from a point 10 metres north of its junction with Norfolk Place to a point 13 metres south of its junction with Norfolk Place

Norfolk Place, both sides, from its junction with Mayflower Road in an easterly direction for a distance of 10 metres.

Burghley Road Works

Triumph Close works to ensure junction safety

After a long campaing on behalf of residents of Triumph Close, I am pleased to tell residents the junction of the close is about to be changed to double yellow lines - which will remove any parking at the junction. (Thanks to resident Kevin for your persistence).

The general effect of the Order would be to revoke part of the waiting restrictions “No Waiting Mon-Fri 1pm-2pm” at the locations specified below and replace with new waiting restrictions “No Waiting At Any Time”: -

a) Triumph Close, west side, from a point 11 metres south of its junction with Rainbow Road in a southerly direction for a distance of 28 metres

b) Triumph Close, east side, from a point 11 metres south of its junction with Rainbow Road in a southerly direction for a distance of 26 metres

M25 Widening Junction 27-30

Ladies and Gentlemen

We are nearing the completion of widening works on the anticlockwise carriageway and are now
making changes to the traffic management in readiness to switch to working on the clockwise
carriageway. Below is the programme detailing these changes.

M25 Widening Junction 27-30
Traffic management switch from anticlockwise to clockwise carriageway

- 8th, 9th December overnight on clockwise carriageway between Junction 28 and 29 - removal of varioguard

- 10th, 11th December overnight on anticlockwise carriageway between Junction 28 and 29 - installation of varioguard for new contraflow lane

- 12th December overnight - traffic on anticlockwise carriageway moved out of contraflow

- 12th December overnight - traffic on clockwise carriageway moved into contraflow lane

- 13th December for 5/6 nights - installation of varioguard on clockwise carriageway lane 1

Gritting Update

THIS UPDATE WAS ISSUED BY THURROCK COUNCIL (1 DEC 2010)

The main routes were gritted three times last night throughout the ongoing snow and these roads are now in good condition.

Recycling and refuse collection remain suspended due to the additional snowfall which has made many streets off the main routes difficult and dangerous to access with a refuse freighter. We are closely monitoring weather conditions and will resume collection services as soon as it is safe to do so. Refuse collection staff will again be reassigned to snow clearing.

Snow clearing will continue today and many areas that were cleared yesterday will need to be cleared again today because of the overnight snowfall.

Thanks you for your patience as we work our way through this difficult weather period.

Raod Improvements

Dear Residents,

Many of you raised issues about roads and parking. Although I have raised this officers, I am yet to receive any response, I have therefore sent this chaser to the Highways Department:

You will recall various email discussions around this issue.

Can you please advice where we are with each of the following:

a. Gabriel Close - proposed gate
b. Southwell Close - double yellow lines
c. Rainbow Road/Grifon Road - Mini roundabout expansion
d. Review of traffic calming measures opposite Warren Primary School.

Your prompt response will be appreciated so that I can keep residents updated.

You will recall that I invited you to a meeting, but you couldn't make this due to other commitments, Chafford Hundred have a resident's Community forum meeting bi-monthly and the next one is in September. Can you or David please advice who can attend this

M25 Junctions 27 to 30 Widening

Dear Resident,

I received the self-explanatory note below from the team responsible for widening the M25. Please let me know if you have any enquiries:

"We are writing to let you know that the first section of the widening work between junctions 27 and 28 is scheduled to be completed by the 23 July 2010.

We will commence the second section of widening the carriageway in both directions between junctions 28 and 29 at the beginning of August.

A contraflow with three narrow lanes in each direction and temporary 50mph average speed enforcement will be in place to keep everyone safe. Overnight, when traffic flow is reduced, there will be lane and/or slip road closures as necessary.

Further Road Works In Chafford

Dear Residents

I am pleased to be able to confirm that the funding your ward councillors secured for road improvements in the community since last year have not been diverted to any other ward although there has been a change in the administration.

This means that the funding is still secure and it includes schemes such as:

Fleming Road Crossing 10,800
Chafford Area Traffic Calming 82,009
Devonshire Road / Drake Road 52,200

During the election campaign, there was a strong view across the ward about numerous traffic schemes, including Southwell Close double yellow lines, parking issues at Gabriel Close and the mini roundabout at the top of Grifon/Rainbow Road.

I will be pursuing these with officers and affected residents should have received a letter from me about this already.

Warren Primary School - Traffic Calming Scheme

Last year Cllr Veryard, Cllr Tunde, residents, teachers and parents all signed the petition calling for traffic calming works in front of Warren Primary School.

Your conservative cabinet made a decison to provide funding for the works and the scheme was developed. I am now advised that the work will begin in either December or January 2010.

The additional delay is because the proposal is to implement the 20mph Zone which requires that the Order has to be advertised for 21 days in the Gazette.

If there are no objections the works can be ordered and implemented fairly quickly after that.

Adoption of Philip Sidney Road and Weymouth Drive

Residents living at these streets recently asked me to find out:

A: Who is responsible for the roads? and
B: Who is responsible for cleaning and greening of the area?

I’ve been advised that:

Philip Sidney has been adopted by the Council which means that the Council is responsible for both the road maintenance and the cleaning and greening.

Weymouth Drive however is yet to be adopted by the Council the council is not responsible for either the roads or the beautification of the area. However, negotiations are on-going with the developer and once these are complete, Council will assume responsibility for the area.

Thurrock’s New Local Transport Plan – Have Your Say

The Council’s Transport Department is about to draft a new Local Transport Plan for the borough for 2011 - 2016 and is seeking the views of residents.

The Plan will:

Set out any improvements required; and
Understand the transport needs of residents in relation to growth, opportunity, the environment, safety, health and quality of life.

Carew Close/Drake Road Junction Improvements Consultation

This consultation is mainly for residents of Carew Close or those in close proximity to the Close - you should receive a copy by Friday 18th September 2009 (if you don't please let me know)

Dear Resident

As part of the Council’s Integrated Transport Programme, funding has been made available to carry out improvement works to the above road junction.

It has been noted that the main concern to road users is the restricted visibility of approaching traffic, when pulling out of the junction.

In order to address this, it is proposed that a raised junction table is implemented across the junction, incorporating the mini roundabout. This will complement the existing speed reduction measures that are already in place on the approaches to the junction and should further reduce the speed of approaching vehicles.

The restricted visibility is due to the vegetation on the junction. The vegetation has on several occasions, been cut back however it is recognised that a longer term solution is required. Unfortunately this area of land is in private ownership and not the responsibility of the Council.

As part of the works mentioned above, it is proposed that the Council approaches the land owner with a view to seeking permission to remove the vegetation. A land registry search will be carried out in order to identify the current registered owner of the land.

Additional Thames Bridge

Last week the Government published a study that outlined options for an additional Thames crossing.

The study also says further work should be carried out to identify whether short term improvements could be delivered to provide a smoother flow of traffic at the existing crossing.

The first option is for yet another crossing to be built at the M25.

The second option is for a crossing from the A2 via the Swanscombe peninsula to Tilbury joining up with the A1089 Dock approach road with traffic going onto the A13.

The third option is for a crossing east of Gravesend from the M2 in Kent with a new stretch of road being built from the crossing between West Tilbury and East Tilbury and Linford just east of Chadwell and joining up with the A13 at the junction with the A128. A further additional stretch of road will be built from the M25 near North Ockendon to the A128 between Bulphan and Orsett.

Options for crossings at Canvey Island or Southend on Sea have been abandoned.

For Chafford, the issue with option one is that it will excercibate the current traffic delays and could potentially lead to huge health and safety issues. In addition, with the current economic climate, they may be an effort to increase the charges at the Toll to pay for it.

The second and 3 options will also affect traffic flowing through the estate, but I think the impact of these two options will be lesser than the first option.

Victory for Residents as Warren Primary Traffic Calming Scheme gets funding

Residents will be pleased to know that the successful outcome of the campaign for traffic calming measures for Warren Primary School received funding approval at yesterday’s cabinet meeting.

Cabinet considered the allocation of funds for all Highways and Traffic Calming Schemes on Wednesday 15 April 2009 and approved funding for the schemes proposed which included £20,000 for this one.

In November, along with a resident, Cllr Steve Veryard and I sort your support in front of Warren Primary School to obtain signatures for a petition. We eventually collected over 150 signatures/letters of support which we submitted to Full Council.

We are pleased that colleagues agreed to ensure safety of our children and look forward to the eventual construction.

South Essex Rapid Transport - Roadshow

You may have been aware that your elected Conservative Cabinet agreed in January 2009 to sign up to the South Essex Rapid Transport because we are of the view that it will be beneficial to residents.

South Essex Rapid Transit is an innovative form of public transport which combines the high quality of trams with the flexibility and responsiveness of buses. SERT will be fast, reliable and easy to use. The vehicles will be clean, modern and comfortable. It is currently scheduled to begin operation in the latter part of 2012.

Sainsbury Roundabout Lights

Dear Residents

Many of you would have noted that the experimental switching off of the traffic lights at the Sainsbury's roundabout has commenced.

This was done in response to resident's views that the traffic lights was causing unnecessary holdup, especially at peak times.

Please pass on your comments about how you think the traffic is now flowing, and confirm if

(a) you'd rather have the lights permanently off,
(b) have them on at peak time only
(c) have them on as it was previously.

You may have noticed that the Vehicle Activated Sign has now been installed and in use.
