Just to explain
Scrutiny Chairs: In the interest of check and balance, scrutiny committees should not be chaired by the administration. The purpose of scrutiny is to hold the administration in check.
Mayoralty: We have a gentleman's convention that the previous deputy mayor should be the next mayor, irrespective of the administration. For one year, the mayor is non-partisan, and will only use the casting vote in the case of a tie.
Its a matter of grown up politics to ensure the civic office is non-partisan.
The facts
Just like the central government, Thurrock is now 'no overall control' as no party has 50% of the council seats.
So just like in central government, things cannot just go on as 'normal'.
The majority party should rightly form the administration, however the fact that they lost overall control of the Council should be reflected in the administration.
I'll update this after the Council meeting.
