Thurrock Council's Planning Committee has supported the plans to build a community hospital off Hogg Lane, at the site of the current Royal Mail.
The plan is for a four-storey community hospital of up to 12,500 square metres.
The final decision will be made by the Thurrock Thames Gateway Development Corporation (TTGDC).
